Assembly Bill 164 (AB 164) is a crucial piece of legislation that strengthens protections for Nevada’s post-secondary students while supporting the state’s growing workforce. By increasing the cap on the Student Indemnification Account, AB 164 ensures students are safeguarded against financial and academic losses if their educational institution unexpectedly closes or faces disruptions. Here’s why this bill is a game-changer for Nevada and why it deserves widespread support. 

What is AB 164? 

AB 164 proposes raising the funding cap for the Student Indemnification Account, a critical safety net for students at Nevada’s post-secondary institutions. This account protects students by covering costs like tuition refunds or helping them transfer to another program if their school shuts down. The bill is particularly vital for students in smaller, independent institutions—such as those offering career and technical education, healthcare training, and vocational programs—which often lack the financial reserves of larger universities. 

Why AB 164 Matters for Nevada 

1. Protecting Students in High-Demand Fields 

Nevada’s economy relies on a skilled workforce, especially in fields like healthcare, nursing, and skilled trades. Many of these programs are offered by smaller institutions, such as Touro University (serving ~19,000 students) and Roseman University (~600 students), as well as numerous trade and career-training schools. These institutions are essential but often operate with less financial stability than large public universities.  

If one of these schools closes unexpectedly, students could lose their tuition, credits, or progress toward a degree or certification. AB 164 ensures students have a safety net, giving them peace of mind to pursue high-demand career paths without fear of financial ruin. This happened, for example, during the closure of Career College of Sierra Nevada (CCSN), and many of the students could have used the indemnification fund as a relief. 

2. Supporting Nevada’s Workforce Pipeline 

Nevada faces critical shortages in industries like healthcare and skilled trades. Programs outside traditional public universities play a huge role in addressing these gaps by training nurses, technicians, and other professionals. By securing the Student Indemnification Account, AB 164 supports these programs and the students who will fill these vital roles, ensuring Nevada’s economy remains competitive and resilient. 

3. Promoting Equity and Accessibility 

Students in career and technical programs often come from diverse backgrounds, including those who may be first-generation college students or working adults. These learners deserve the same protections as students at larger institutions.
