Enter SB 240, a commonsense proposal that promises to lighten the load and unlock new opportunities for small businesses across the state. This bill could be a turning point for Nevada’s economic future. Here’s why.

For too many Nevadan entrepreneurs, the dream of starting or growing a business comes with a hefty price tag—one that goes beyond the cost of rent or inventory. The state’s business licensing fees hit small businesses hardest, acting as a barrier to entry and a drain on already tight budgets. According to the 2024 Small Business Challenges Survey by the Nevada Small Business Development Center, 23% of startup founders cited navigating licensing requirements as a major obstacle. That number jumps to 38% for those in healthcare and manufacturing, and a staggering 45% for rural business owners. These aren’t just statistics—they’re a wake-up call. 

Startups, family-owned shops, and entrepreneurs from historically disadvantaged communities bear the brunt of these costs. For a rural business owner or a minority-led startup, every dollar spent on licensing is a dollar not spent on hiring employees, upgrading equipment, or reaching new customers. In a state where economic opportunity should be within everyone’s reach, these fees are an outdated roadblock. 

The Solution: SB 240 Delivers Relief 

SB 240 offers a straightforward fix: it reduces the initial state business license fee from $500 or $200 to $100 for businesses with 50 or fewer employees. By lowering this fee, SB 240 frees up capital that entrepreneurs can reinvest in their companies. In 2021, banks issued $715 million in loans to small businesses with revenues of $1 million or less—a significant sum, but still far short of what’s needed to meet demand for affordable credit. For small businesses—especially in rural areas and minority-owned enterprises—access to capital remains a persistent challenge. SB 240 doesn’t solve every funding gap, but it’s a vital piece of the puzzle. By cutting licensing costs, it puts more money back into the hands of business owners, helping them grow without relying solely on loans or outside investment.
