Week 10 Under the Dome: The Clock Is Ticking

⏳ We’re Halfway There! 

The 2025 Legislative Session is officially halfway through—and the pace is picking up fast. If a bill hasn’t received a committee hearing by April 11 and a floor vote by April 22, it’s likely headed to the legislative graveyard. That’s why this week, we’re laser-focused on committee agendas and floor calendars to make sure the most important bills—good and bad—don’t slip by unnoticed. 

Here’s what’s on deck this week so far: 

❌ Bills We Oppose 

  • ❌ AB364 – This bill restricts the modified business tax credit for donations to scholarship organizations. It would prevent scholarship organizations from using new donations for new students unless the student already received a grant the previous year, potentially eliminating support for many low-income families. This would severely limit school choice and the reach of Nevada’s Educational Choice Scholarship Program. 
  • ❌ AB441 – AB441 imposes an 18-month expiration window for tax-credit donations to scholarship organizations. If the funds are not used in that time, they must be returned to the state, creating instability for scholarship funding and discouraging continuous investment in the Opportunity Scholarship Program. 
  • ❌ SB391 – This bill caps corporate and LLC purchases of residential properties at 100 units per year and requires them to register with the state. While well-intentioned, the bill could create unintended barriers for affordable housing development and sideline legitimate investments that help expand Nevada’s housing supply. 
  • ❌ SB410 – SB410 mandates that dependent insurance benefits be explicitly included in collective bargaining agreements between local governments and public employee unions. This bill could significantly increase costs to local governments and restrict their ability to manage employee benefit programs. 

✅ Bills We Support 

  • ✅ AB383 – AB383 directs the Department of Education to develop a curated list of high-impact, evidence-based tutoring programs and establish clear guidelines for their implementation. The bill promotes data-driven interventions to improve student achievement while safeguarding student data privacy. 
  • ✅ SB428 – This bill strengthens accountability for elected officials by requiring them to maintain legal residency in their district throughout their term. If an official no longer resides in the area, their office can be vacated and replaced, ensuring that voters are represented by someone who lives in their community. 

🛠️ In the Work Session Spotlight 

  • ✅ AB533 – This bill makes it easier for students to transfer to public schools outside their assigned zones, so long as space is available. It increases educational flexibility while maintaining local control—and we’re all for giving families more options.
