Week 8 Under the Dome: Key Hearings & Work Sessions

The legislative session is picking up speed, and this week several major bills are scheduled for hearings and work sessions. Below, we break down the bills we support, those we oppose, and the bills up for debate in work sessions—where legislators discuss amendments and decide if a bill moves forward. 

✅ Bills We Support 

  • AB 391 – Expands annual school accountability reports to include data on student achievement for those with high absenteeism and those taught core subjects by unlicensed teachers for at least four consecutive weeks. This added transparency will improve education policy decision-making. 
  • SB 340 – Allows individuals to petition the Legislative Commission to review state agency regulations they believe exceed statutory authority or conflict with legislative intent. It strengthens oversight by ensuring all agency policies affecting individuals are formally adopted as regulations and subject to legislative review. 

🚫 Bills We Oppose

  • AJR 1 – Proposes a constitutional amendment to change property tax assessments after a sale, eliminating depreciation-based adjustments in the first year and recalculating depreciation as if improvements were newly built. It also mandates a property tax refund program for certain seniors and individuals with disabilities. 
  • AB 362 – Expands real property transfer taxes to include the sale of a controlling interest in entities that own Nevada real estate, imposing new filing requirements and penalties. This tax increase would add burdens to businesses and property owners, discouraging investment. 
  • SB 260 – Requires certain employers to implement air quality mitigation programs, monitor conditions, and train employees on related hazards. This places unnecessary costs and liability on employers who are not responsible for air quality issues. 

 ⚖️ Work Session Bills: Debates & Votes This Week 

Work sessions allow legislators to request amendments and vote on whether a bill moves forward. Here’s what’s on the agenda this week: 

✅ Bills We Support: 

✔ AB 371 – Establishes the Cosmetology Licensure Compact, allowing licensed cosmetologists to practice across member states without needing additional licenses, easing mobility for professionals. 

✔ AB 164 – Raises the threshold balance for the Account for Student Indemnification to ensure greater protection for students affected by sudden school closures or regulatory violations. 

🚫 Bills We Oppose: 

❌ AB 62 – Expands transferable tax credits for low-income housing projects, making fiscal planning more difficult and violating the intent of the Nevada Constitution’s Gift Clause.

❌ SB 165 – Establishes a new licensure for behavioral health and wellness practitioners but adds unnecessary regulatory burdens that will worsen Nevada’s mental health provider shortage. 

❌ SB 189 – Creates licensing regulations for genetic counselors, further complicating the licensure process and entry into the profession.
