2026’s Policy Wins

Quarterly Momentum Report

A Message from President Kaeley Cook

I am proud to share the progress we’ve already made toward a freer, more prosperous Nevada. I invite you to take a look at the work we’ve accomplished, explore our new resources, and see the tools we are building for Nevadans in real-time.

My commitment to you is clear: we are moving beyond just defending liberty—we are actively building the infrastructure to secure it. We are no longer just fighting for the next news cycle; we are focusing on the three main pillars that will define Nevada’s success: Educational Freedom, Federal Land Release, and Economic Diversification.

Shaping Education

From Legal Victory to Family Resources

Nevada Policy is moving beyond defending liberty—we are building the infrastructure to secure it. This quarter, we achieved two milestones that establish both the legal foundation for future choice and the practical tools for families today.

Securing the Foundation: ESA Legal Language

We are currently working on identifying legislative pathways to amend the State Constitution for the inclusion of an ESA program, ensuring that future school choice legislation is constitutionally sound, “court-proof,” and ready for permanent implementation to benefit all Nevada students.

Preparing for 2027: The Federal School Choice Resource Kit

The One Big Beautiful Bill Act has opened a historic new door for a federal school choice program. While the program officially launches on January 1, 2027, we are closing the “readiness gap” today.

We have officially rolled out our Federal School Choice Program Resource Kit to ensure Nevadans are first in line when the doors open. This guide serves as a definitive resource for:

  • Families: Explaining how households making up to 300% of the median income (approx. $227,000 in Clark County) can qualify for scholarships covering tuition, tutoring, and technology.
  • Donors: Detailing the power of the dollar-for-dollar federal tax credit ($1,700 for individuals/$3,400 for couples) to fund these scholarships.

School Choice Look-Up Tool

To simplify the process of finding the right fit, we’ve launched an interactive Nevada Education Guide. This digital resource allows parents to compare every educational option in their area—from private and charter schools to specialized public programs—ensuring that every Nevada child has a path to success regardless of their zip code.

By providing the legal framework for the future and the toolkit for the present, Nevada Policy is ensuring that school choice becomes a functional reality for every household in the Silver State.

Federal Land Release

Unlocking Nevada’s Potential

The federal government owns over 80% of our state, stifling growth and making housing unaffordable. This quarter, Nevada Policy shifted from advocacy to action, laying the groundwork to return this land to the people.

Legal Action Against the Federal Government

We are currently identifying legal strategies for the state to take direct legal action against the federal government. This critical shift focuses on challenging federal overreach and reclaiming Nevada’s sovereignty over its own territory.

Building the Legal Battle Plan

Winning back our land requires a sound legal strategy. This quarter, we reached out to former state officials to form a search committee for top-tier law firms. These experts will finalize the definitive legal battle plan for the land release process.

By securing elite legal counsel and political alignment, we are turning the land ownership debate into a functional roadmap for Nevada's expansion.

Business Expansion & Nuclear Energy

Powering Nevada's Future

Nevada is poised to become a global leader in energy independence and high-tech industry. To sustain this momentum, we are building the infrastructure for growth while aggressively dismantling the regulatory barriers that stifle innovation.

The Nuclear Frontier

Reliable, low-cost power is the backbone of a modern economy. This quarter, we began interviewing expert candidates to lead our nuclear energy initiatives. Securing this specialized leadership is the first step toward pioneering 21st-century energy independence and ensuring Nevada has the power needed to support a high-tech future.

Strategic Energy Advocacy

Our team is producing a series of targeted policy articles detailing how nuclear energy will directly benefit Nevada businesses. By shifting the narrative toward energy autonomy, we are building the public and political support necessary for a high-growth future.

The 2027 BDR Handbook

We have officially started development on our BDR Handbook, a comprehensive guide designed to advise the legislature and caucus leaders. This manual provides the strategic frameworks needed to pass meaningful policy changes that protect and grow Nevada’s business community.

Through targeted energy leadership and aggressive regulatory reform, Nevada Policy is clearing the path for entrepreneurs and high-tech industries to flourish in the Silver State.
