As we close the second quarter of the year, I’m excited to share the progress your support has made possible. 

Over the past several months, we’ve focused on building practical resources, advancing key policy initiatives, and developing digital tools that turn research into real-world solutions for Nevadans. Our work continues to center on the three priorities we believe will shape Nevada’s future: expanding educational freedom, unlocking federal land for responsible growth, and creating the conditions for a stronger, more diversified economy. 

Throughout this report, you’ll see the milestones we’ve reached and the resources we’ve developed to empower families, inform policymakers, and strengthen Nevada.

Shaping Education

From Strategic Policy to Family Resources

Expanding access to quality schooling requires both systemic legal protection and direct support for parents navigating their options. We continue advancing both by moving our long-term legislative framework forward while expanding the public-facing resources that help families make informed educational decisions. 

Advancing Education Savings Accounts (ESAs) 

Our foundational ESA legal framework is currently being verified by national legal partners to ensure it is entirely court-proof. We are preparing to present this framework during the next legislative session. If it is not adopted, we are also preparing it for a potential statewide ballot initiative, putting the choice directly in the hands of Nevada voters.

To help Nevada families navigate their educational options, we continue expanding awareness of our growing suite of school choice resources. These tools equip parents with the information they need to compare programs, explore their options, and make informed decisions with confidence.

The Future of Energy

Unlocking Nevada’s Potential

Nevada is uniquely positioned to become a national leader in energy production, technological innovation, and economic growth. To help make that future possible, Nevada Policy is advancing policies that strengthen our energy infrastructure while removing unnecessary regulatory barriers that limit innovation, entrepreneurship, and business expansion. 

Welcoming Dr. Oliver Hemmers 

A major milestone this quarter was welcoming Dr. Oliver Hemmers as Nevada Policy’s new Senior Fellow to lead our nuclear energy initiatives. 

Dr. Hemmers is a nationally recognized atomic and molecular physicist, former Executive Director of UNLV’s Harry Reid Center for Environmental Studies, and President and CEO of U2Energy. Throughout his career, he has successfully bridged scientific research, technological innovation, and economic development, including leading Nevada’s successful effort to secure one of the nation’s first FAA Unmanned Aircraft Systems (UAS) Test Site designations. 

His expertise strengthens Nevada Policy’s ability to advance practical, science-based energy policies that support innovation, economic growth, and a more reliable energy future for Nevada.

Completing the 2027 BDR Handbook 

We completed development of our 2027 BDR Handbook, a comprehensive guide designed to help legislators and caucus leaders advance meaningful policy reforms. The handbook provides practical policy recommendations and legislative frameworks that support business growth, energy development, and long-term economic opportunity across Nevada. 

Engaging Lawmakers 

With these policy frameworks in place, we continue meeting with legislators and key decision-makers across the state. By putting sound research directly into the hands of policymakers, we’re building support for reforms that will strengthen Nevada’s economy, expand energy opportunities, and encourage long-term prosperity.

How We Win

Nevada Policy continues to serve as a leading voice for free-market solutions and individual liberty. This quarter, our research and expertise reached audiences across Nevada and the nation through major media outlets, including the Las Vegas Review-Journal, Wyoming Public Media, and The Washington Post.

Our experts provided insight on teacher union overreach, short-term rental reform, business court modernization, federal land release, and protecting political freedom in Nevada’s primary elections.

Highlights from this quarter include:

  • Las Vegas Review-Journal: Anahit Baghshetsyan authored op-eds on teacher union overreach and open primary legislation, while Cameron Belt provided insight on how federal land restrictions are contributing to Southern Nevada’s housing challenges.
  • Wyoming Public Media: Anahit Baghshetsyan was featured in national coverage examining the role of business courts.
  • The Washington Post: Geoffrey Lawrence and Anahit Baghshetsyan co-authored an op-ed on the need for short-term rental licensing reform.
