Week 15 Under the Dome – Hearings, Work Sessions & Big Decisions

Week 15 is shaping up to be eventful under the dome! With critical hearings and committee votes scheduled, we’re keeping our eyes—and testimonies—on the legislation that could shape Nevada’s future. Here’s a look at what’s coming up: 

📣 Scheduled for Hearings 📣

🚫 Bills We Oppose 

  • 🔴 SB460 – This omnibus education bill makes sweeping changes—from redefining how teacher vacancies are counted to creating oversight boards with exemption from Open Meeting Law. It inserts strict restrictions on Opportunity Scholarship recipients, mandates costly staffing policies, expands government control over charter schools, and ties merit pay to credentials rather than student outcomes.
  • 🔴 AB44 – Criminalizes certain price increases on essential goods like food, housing, or medicine if they exceed historical averages—even if caused by normal market forces. The bill creates vague standards that could penalize businesses for inflation or supply disruptions beyond their control.
  • 🔴 AB155 – Forces class size ratios and other staffing metrics into collective bargaining, even if not binding. This paves the way for expensive mandates like class-size reduction programs, despite little evidence they improve student outcomes.

✅ Bills We Support 

  • 🟢 AB535 – Expands sales tax exemptions for nonprofits by aligning Nevada’s definition with federal 501(c)(3) standards, streamlining compliance and helping more charitable groups qualify.
  • 🟢 AB383 – Directs the Department of Education to develop a list of vetted, evidence-based tutoring programs to support academic achievement. It also creates data privacy and quality requirements to ensure effective implementation.

🗳 Scheduled for Committee Votes (Work Sessions) 🗳

 Bills We Support 

  • 🟢 AB450 – Removes unnecessary barriers for licensure by endorsement for marriage and family therapists and clinical counselors, allowing those who were investigated but not disciplined to still qualify.
  • 🟢 SB414 – Increases transparency under the Nevada Financial Disclosure Act by requiring disclosure of business interests valued over $5,000 and inaugural committee finances. It also bans foreign contributions and integrates these rules into current campaign law.
  • 🟢 SB428 – Ensures public officeholders reside in the districts they represent, with enforceable oaths, challenge procedures, and transparency provisions built in to uphold public trust.

With just the second-house committee passage deadline on Friday, May 16th, everything is moving quickly. We’ll be attending key hearings, sharing our testimony, and keeping you in the loop on what’s moving, what’s stalling, and what it all means for Nevada.
