Week 6 Under the Dome: Hearings, Housing & H₂O

Nevada Policy Staff
| March 10, 2025

The legislative session is in full swing, and this week brings a lineup of hearings on key bills that could impact Nevadans for years to come. Below, you’ll find updates on the bills we support, those we oppose, and those we are neutral on. As always, for a full breakdown of bills and their status, check out our Bill Tracker

📅 Bills Scheduled for Hearings This Week

Bills We Support

📌 SB 240 – This bill reduces the state business license fee to $100 for businesses with 50 or fewer employees, down from $500 for certain corporations and $200 for other businesses. By lowering this cost, the bill eases the regulatory burden on small businesses, making it more affordable to operate in the state.

📌 AB 148 – This bill requires county and city clerks to distribute sample ballots before the deadline for mailing official ballots, ensuring consistency across elections. Under existing law, mail ballots must be sent at least 20 days before an election for in-state voters, 40 days for out-of-state voters, 45 days for military-overseas voters, and 13 days for late registrants, with special election ballots mailed at least 15 days prior.

Bills We Oppose

📌 AB 303 – This bill expands public works regulations to include publicly funded broadband, telecommunication, and fiber optic projects, requiring contractors to comply with prevailing wage laws and fair employment practices. It mandates that payroll records be submitted to both the overseeing public body and the Nevada State Infrastructure Bank. This expansion increases the number of professions eligible for prevailing wages, raising concerns about additional taxpayer-funded costs.

📌 SB 242 – This bill prohibits certain investment companies from purchasing residential property through an executory contract unless the property has been listed for sale for at least 30 days. Any contract made in violation of this rule is voidable by the seller until fully executed. This adds unnecessary restrictions on companies prepared to make purchases, potentially slowing down real estate transactions.

🚰 Well, Well, Well… Look What We Have Here!

📌 AB 312 – Buying a home with a private well? This bill ensures you’re sipping clean water, not rolling the dice on “mystery well punch.” Sellers must provide certified water quality test results within 90 days of closing—because surprises are great for birthdays, not for what comes out of your tap!
