❌ Bills We Oppose
- SB 115 – This bill mandates that all bilingual education teachers hold an official endorsement, eliminating existing exemptions for shortage areas. It also requires school districts and charter schools to pay a $2,500 annual stipend to endorsed bilingual teachers, regardless of performance. Additionally, districts must submit annual reports on the number of employees receiving the stipend, creating a new reporting requirement.

✅ Bills We Support
- AB 64 – Would reduce transparency as deliberative meetings with no action taken are not required to be public records. However, the bill increases availability of public comment and participation. Tightens the requirement of remote meetings.

- AB 128 – This bill creates the Office of Public Records Ombudsman, an independent agency appointed by the Governor to handle public records disputes. The Ombudsman can mediate complaints, investigate issues, and issue binding decisions on record access and fees. If a party disagrees with the ruling, they can challenge it in district court.

- AB 163 – This bill ratifies the Counseling Compact, allowing licensed professional counselors to practice in other member states without needing additional licenses. It also enables telehealth services across state lines and creates a commission to oversee its implementation. If passed, this bill could help address Nevada’s mental health workforce shortage, particularly in rural areas.
