Nevada’s election system works best when voters are informed and confident in their choices. Assembly Bill 148 (AB 148) is a simple yet impactful proposal that would improve the voting process by ensuring voters receive critical information before casting their ballots. Here’s a closer look at what AB 148 does and why it’s a smart move for Nevada. 

What is AB 148? 

AB 148 is a bill supported by Nevada Policy that would change the timing of when sample ballots are distributed to voters. Currently, Nevada’s county clerks are required to send out sample ballots before early voting begins. AB 148 would require clerks to distribute these sample ballots before the deadline for sending out mail ballots. This small adjustment ensures that voters who vote by mail—nearly half of Nevada’s voters—receive a sample ballot in time to review it before marking their actual ballot. 

Why Does This Matter? 

Sample ballots are an essential tool for voters. They provide a preview of the candidates, ballot questions, and other choices that will appear on the actual ballot. For many Nevadans, sample ballots are a key resource for researching their options and making informed decisions. However, if voters receive their mail ballot before the sample ballot, they may mark and submit their ballot without fully understanding all their choices. Furthermore, this will cause voter confusion and uncertainty.  

This issue is especially relevant because mail voting is incredibly popular in Nevada: 

  • In the 2020 election, 48% of voters cast their ballots by mail. 
  • In 2022, that number grew to 51%. 
  • For the 2024 election, nearly 45% of registered voters chose to vote by mail. 

With so many Nevadans voting by mail, it’s critical that they receive sample ballots first. Without them, voters might feel rushed or confused, which can lead to mistakes or uninformed choices. 

The Benefits of AB 148 

AB 148 offers several clear advantages for Nevada’s election system: 

  1. Informed Voting: By ensuring voters receive sample ballots before their mail ballots, AB 148 gives Nevadans the chance to research candidates and ballot questions thoroughly. This leads to more confident and informed votes.
